RESUMEN

The Ombudsman's Office, within the framework of its constitutional mandate, from its role of defense, compliance and promotion of human rights with emphasis on disadvantaged sectors and groups in a situation of vulnerability, develops a leading role in the construction of the Plurinational State , having among its priorities, to achieve the effective exercise of human rights from the transformation of realities.

In this understanding, given the subsistence of the patriarchal system prevailing today and its different manifestations, it was considered a priority to address the issue of violence against women, understood as the most extreme form of discrimination and violation of human rights, whose effects and consequences affect the family, the community and society as a whole.

This report, based on research on the status of compliance with care and protection measures established in Law No. 348, Comprehensive Law to Guarantee Women a Life Free of Violence, aims to recognize progress, determine obstacles and identify the challenges of the competent institutions in the matter, for which it concludes with recommendations and reminders of legal duties, both understood as instruments that contribute to overcoming difficulties in the exercise of different rights.
